Denver CopWatch will hold a free and public Know Your Rights/Legal Observation training geared to local residents, workers and business owners of Denver, Colorado at Lincoln (Civic Center) Park on 14th and Lincoln on Sunday, August 24th from 4:00 p.m. to 6:00 p.m.
A Denver Post article by Christopher N. Osher mentioned that Denver Police have been “viewing videos of mass protests at World Trade Organization meetings in Seattle in 1999.” Civilians not participating in protest were indiscriminately attacked by police while commuting between work and home, according to a RAND Corporation report on the WTO protests in 1999 (see the last paragraph on page 228 of “Netwar in the Emerald City: WTO Protest Strategy and Tactics,” chapter seven, by Paul de Armond http://www.rand.org/pubs/monograph_reports/MR1382/MR1382.ch7.pdf). During the protest at the last Columbus Day parade officers disguised as masked protesters were exposed by local activists, and in recent years cops in similar disguise have been exposed in apparent attempts to create a justification for arrests and violence during numerous demonstrations around the U.S. and the world.
When police use violence to “control” a crowd of demonstrators, or attempt to conspire a justification for arrests, the situation can dangerously escalate, which threatens the property and persons of local residents, workers and business owners. The escalation can cause physical harm and damages that impose an overwhelming cost that the City of Denver has not guaranteed to cover in any way. The only way Denver’s local residents, workers and business owners can cover the costs of damages caused by police violence – either by police provoking a riot or by directly causing harm to persons and/or damage to properties using “non-lethal” weapons – is for Denver’s locals to know their rights and how to document police behavior and activity in order that they may take effective legal action.
The training on Sunday afternoon will emphasize how local workers and commuters can participate in legal observation while on their regular schedules so they can receive justice in the instance that police cause harm or damage to them and/or their property. We feel the security preparations for the Democratic National Convention are excessive and that giving full discretion to police to determine who is and is not doing something justifying the use of force – especially considering the recent ordinance passed banning items many people regularly carry, such as carabiners and U-locks for bicycles – is a recipe for police misconduct and brutality, and in such event the police and city must be held accountable for any and all resulting damages.
